Abstract

This article tackles the problems of assessing scientific output. It considers the varied determinants in distorting assessment, as well as criteria  which depend on insubstantive determinants. Obscure criteria can discourage young talented people and steer them away from science. Local (national) assessment criteria, which do not relate to an international perspective, also block its development outside the country.
